Approach
Each is settled at screening and written into the permit application, so what the operator inherits is a site whose options are still open.
Generation mix, connection conditions and electricity sourcing are assessed early, with fossil-free supply as the development objective.
Sites are chosen and designed so that recovered heat has a credible offtaker, with district heating interfaces designed in at the planning stage.
Sites where the climate allows cooling without evaporative water use are prioritized, and the catchment impact is documented in the permit application, so the operator inherits the option rather than the constraint.
Ground surveys and species inventories are run in the right season and before land is committed, because a strictly protected species is not a matter of compensation: where a finding needs a dispensation from the county administrative board, that case is decided before any ground is opened. In reindeer herding areas, dialogue with the affected Sami communities starts at screening, before a site is ever secured.
Local procurement, skills and infrastructure needs are worked through with the municipality during development, and only what the project’s actual scope supports is promised.
The commitments made at permitting are reported per site until handover. What the data center consumes in operation is the operator’s to report, and the sale terms say so.
